General Administration:

Implement and direct the Town’s economic development activities and programs
Function as the primary liaison, coordinator and facilitator for the development process including but not limited to:
  • Lead Management
  • Assisting Town staff in meeting and complying with DECD requirements
  • Working with potential end-users
  • Assisting with requests and offers of business incentives
  • Presenting proposed incentives to EDC and other governing bodies
  • Facilitating and managing the relationship between potential new businesses and Town departments, agencies and regulatory bodies.
  • Provide assistance to the First Selectman with general economic development issues at his discretion or the discretion of the EDC.
 

Strategic Plan/Community Vision/Implementation Strategy:

Review, integrate and develop implementation strategy based upon existing plans and studies.

Assist the economic development commission in facilitating a public process in which community consensus can be fostered with regard to long-term economic development goals and objectives.  As established in previous studies and plans.
Assist the economic development commission in working with other town officials and staff to develop an action plan with regard to implementing long-term economic development goals and objectives.
 

Identify Opportunities for Growth:

 

Gather and analyze industry data to target which industries have a competitive advantage and should be the focus of strategic economic development and marketing efforts.
Establish strong relationships with real estate brokers and owners of commercial and industrial property.
Seek opportunities to leverage existing relationships with state, regional organizations and chambers of commerce.
Work with the EDC and Town Staff to determine appropriate methods for promoting the Town as a business location.
 

Identify Challenges to Growth:

Gain an understanding of local and regional conditions.  Working with town officials & staff, regional groups, representatives of the private sector and others, gather information about the local and regional economy.   Identify details about infrastructure, workforce, market conditions, land use and real estate that will be used to assess how local resources can best be applied to stimulate growth.
Assist the economic development commission in developing policy recommendations that address any challenges that may impede quality growth.
 

Coordinate Relationships and Resources:

Cultivate relationships with real estate brokers.
Represent the Town at regional, state and national marketing venues.
Leverage the efforts of other economic development entities such as regional, state and utilities.
Work to facilitate or continue an on-going forum to gather businesses together for the purpose of networking, sharing information and promoting mutual growth.

 

Business Retention:

Establish and implement a business visitation program to gain insight of the needs and future plans of existing businesses.  Through the development of a partnership with the Metro Hartford Alliance, the EDC  and other town officials will work together to facilitate relationships and ongoing communications with existing businesses.
Conduct a business needs assessment to determine the present and future needs of town businesses.
Compile a listing of existing local and regional industries to assess the best opportunities for growth.
Use information to refine, augment and target all efforts.
 

Lead Management:

Marketing and Promotion:

Develop a logo and brand that communicates a unique identity.  Incorporate the vision for the future and connections to past successes.
Develop and implement a stand-alone web site with an economic development message to promote development of the town.
Develop appropriate collateral materials to be used in targeted marketing efforts such as direct mail campaigns.
Work with the local chamber of commerce or merchant group to coordinate a kick-off event.  An event could be held and targeted to real estate brokers, development community, business community, chamber members, existing Park tenants, regional groups,  or representatives of the targeted industries.
 

Identify a Niche Market:

Facilitate a process to assist the Economic Development Commission in identifying targeted industry for recruitment and the steps needed to achieve this goal.
Assist in bringing town officials and staff together to develop an action plan with regard to achieving this and other economic development goals and objectives.
